To understand what an idiotic non-goal of a goal that is, take a look at this Edmunds.com page offering tips on getting better fuel efficiency.
Some snippets:
"According to the U.S. Department of Energy (DOE), replacing a clogged air filter can increase your mileage by 10 percent"
"You can improve your fuel economy by about 3.3 percent if you keep your tires inflated properly,"
"On the highway, the DOE says that every 5 mph you drive over 65 mph represents a 7-percent decrease in fuel economy."
In other words, what the President boldly proposes the nation do in 10 years, you can do yourself in about 10 minutes.

But I thought the purpose of government was to do everything for us? We should actually be responsible for our own actions now? Come now... that's just absurd.

Sure it does. If I understand you correctly, your argument is that Bush is saying the government will take strides to do something that us as individuals could do on our own if we put a little effort into it.
There are many things we could do as individuals with a little effort, but the government (specifically the left) tries to take that responsibility away from us and put it under the direction of the government. Schools, medical coverage, retirement planning... we don't need government involvement in any of thse things yet they are there preventing us from making decisions and acting on our own.
My point is that the White House is presenting a 20% reduction in petroleum motor fuel consumption in 10 years as a major energy policy proposal, when in fact, it is not. I then supported my point with numbers.
